3.3 Pillar 3: Data Governance and Assurance
AI amplifies existing data risks.
A named data owner is accountable for ensuring that AI data governance and assurance standards apply across the full AI data lifecycle, supported by appropriate risk assessment, including:
reference and model-building data, including data quality, provenance and bias considerations
transactional and operational input data, including sensitivity, accuracy and lawful use
data residency, access and sharing, including cross-border considerations
AI-generated outputs, including accuracy, storage, use and sharing
These controls should align with, and build upon, existing enterprise data governance, information security and privacy arrangements.

This controls the data used to build AI systems, the data input to them and the data they produce across the AI lifecycle. It defines the data governance, risk assessment and assurance requirements that apply to AI data, ensuring that data is accurate, secure, lawful and appropriate for its intended use.
3.4 Pillar 4: AI Education and Training
AI introduces new capability and new risk, driven as much by how people use AI as by the technology itself.
A named owner is accountable for ensuring that appropriate AI education and training is defined and delivered across the organisation, proportionate to role and responsibility, and informed by risk assessment, including:
board and senior leaders, to support informed oversight, decision-making and accountability
leaders and decision-makers, to ensure appropriate use of AI outputs and effective human judgement
practitioners and delivery teams, to support safe, responsible and effective design and operation of AI-enabled solutions
wider staff, to promote appropriate day-to-day use, awareness of limitations and escalation of concerns
Education and training requirements should align with the organisation’s AI risk profile, governance framework and approved use arrangements and be refreshed as AI capabilities and risks evolve.

This ensures people understand how to act. It defines the minimum AI knowledge, awareness and role-based training required across the organisation, ensuring people understand AI capabilities, limitations, governance expectations and their responsibilities when using or overseeing AI systems.
3.5 Pillar 5: Strategy and Culture
AI governance is ineffective without strategic clarity and leadership intent.
A senior owner is accountable for ensuring that AI governance is grounded in clear strategy and actively reinforced through leadership behaviour and organisational culture, including:
articulating AI vision and intent, aligned to organisational objectives and risk appetite
ensuring leadership alignment and sponsorship, providing visible ownership and decision-making authority
supporting a culture of responsible experimentation, enabling innovation within defined governance guardrails
maintaining trust and transparency, ensuring stakeholders understand how and why AI is used
Strategic and cultural leadership should reinforce, not bypass, governance arrangements, ensuring AI adoption is intentional, coherent and aligned with organisational values.

This defines why and where AI is being applied. It sets out the organisation’s AI vision, strategic priorities and planned initiatives over time, ensuring AI investment, delivery and use remain aligned to business objectives, leadership intent and agreed risk tolerance.

When AI Governance and Assurance is absent or informal, organisations commonly face:
